Chinese culture can contribute significantly to a country’s success, according to William Ratliff, research fellow and former curator of the Americas Collection at the Hoover Institution and research fellow at the Independent Institute.
Dr. Ratliff argues that culture in general and Chinese culture in particular matter a great deal to a nation’s economic and political development. He spoke with Friends and Foes of Liberty about the role of culture, the resounding success of the Asian Tigers–Hong Kong, South Korea, Singapore and Taiwan–in the latter half of the 20th century, and the unfulfilled expectations of the Arab Spring.

Modern China is a place of incongruity. Gruesome political repression occurs alongside glitzy economic transformation. Massive corruption permeates the explosive growth in national wealth. Unprecedented environmental degradation coexists with the glamour and magic of ultra-modern metropolises.
This incongruity touches every aspect of daily life, and it is evident in the now widely reported case of the blind dissident Chen Guangcheng, who has been persecuted for his advocacy on behalf of women subjected to forced abortions and forced sterilization. China’s incongruity is also apparent in that space between political dissent and silent submission, between open opposition to the regime and fearful acceptance of its edicts. Once, not too long ago, another Chinese dissident, one of China’s best contemporary writers, wrote about the anger, sadness, resignation, and desperation of this incongruity. Earlier this year, China chased him away.

“We have no plan” and “we are unable to act” have become common refrains among influential Americans who grumble about the decline of U.S. power in the 21st century. On both fronts, they lament, China is doing better. From President Barack Obama to New York Times columnist Thomas Friedman to trade union leader Andy Stern, prominent figures who favor a bigger government in America not only envy China’s state-directed grand plans and its one-party system’s ability to make quick decisions, they also accuse small-government adherents of blindly worshipping the free market, contributing to political polarization, and rejecting the reforms necessary to meet the grave challenges that America faces.
But many U.S. observers in the grip of Chinese authoritarian chic forget that China’s vast economic expansion resulted from the introduction of more economic freedom, not less. They also fail to understand that even after decades of reform, endemic state intervention continues to impose massive inefficiencies on the Chinese economy and prevent the realization of the market’s full potential. In short, China’s experience, both past and present, does not provide support for those who clamor for a more expansive government in the United States.
